It was nearly a year ago that the U.S. House of Representatives passed the "American Clean Energy and Security Act of 2009." Thanks to an overwhelming response from you and other consumers across the country, Congress has failed to enact federal climate change legislation. However, the Administration's Environmental Protection Agency (EPA) is aggressively pursuing rules and regulations to mandate carbon reductions. As with the House-passed climate change bill, these rules and regulations would have an adverse impact on all U.S. manufacturers, eventually leading to job losses in an already struggling economy.

People are concerned about climate change and measuring carbon dioxide levels, but trying to address a global issue through the thirty-year-old Clean Air Act that was designed to address local air pollution is not the way to tackle global CO2 emissions.

The hidden tax on commodities imposed by federal climate change legislation and EPA's proposal will lead to a significant increase in the price of gasoline and other energy sources, and more than a million job losses in our already crippled economy - with no measurable improvement in global climate change.

I urge you to support S.J. Res 26, authored by Senator Lisa Murkowski. This resolution would override EPA's aggressive regulation of greenhouse gases under the Clean Air Act. The Clean Air Act was designed for much different environmental challenges, and EPA should not move ahead of Congress on regulating greenhouse gases. Doing so would cost Americans billions of dollars in higher fuel and energy prices, as well as jeopardize American jobs -- with no measurable improvement in global CO₂ emissions. This bipartisan bill tells the EPA that it cannot use a thirty-year-old law to impose burdensome regulations that will be "all cost, no benefit" for American families, businesses and consumers. We are counting on you and your U.S. Senate colleagues to support S.J. Res 26.
