Credit Card Rules - H.R. 2382


NACS requests that you ask your member of Congress to support Congressman Peter Welch (D-VT) and Congressman Bill Shuster (R-PA) in there effort to try and curb the anticompetitive rules Visa and MasterCard impose on retailers. They have introduced legislation (H.R. 2382) that will begin to get at the abusive rules of Visa and MasterCard .

H.R. 2382 will help level the playing field between, retailers, consumers and credit card companies by requiring greater transparency and prohibiting unfair and abusive practices.

Specifically, the bill:



  • Requires that credit card rates, terms, and conditions be made available to all businesses participating in the electronic payment network.

  • Prohibits additional fees to subsidize the credit card companies rewards programs.Prohibits unfair terms and conditions that increase costs for small businesses and consumers.

  • Forces the credit card companies to disclosure the swipe fee rates to consumers.

  • Allows the Federal Trade Commission and the Federal Reserve to look at the necessary regulations to ensure that credit card rates and the accompanying rules and conditions are transparent and allow for competition.
