  • Senate Republicans Vote Overwhelmingly For Controversial GOP Budget

    Nearly all Senate Republicans joined their House colleagues in risky territory Wednesday by voting in support of the controversial GOP budget, authored by Rep. Paul Ryan (R-WI) -- a blueprint for the country's future that has become a political lightning rod and a defining document for the 2012 elections.

    Among it's most contentions features, the plan would phase out the existing Medicare program and replace it with a subsidized private insurance system for seniors; dramatically slash Medicaid spending and hand the program over to the states; cut food and nutrition programs for poor people; and allow interest rates on student loans to double; all while dramatically reducing taxes, particularly on wealthy Americans.

    It's a governing agenda many Republicans would like to wash down the memory hole. But over the past year it's become a Kryptonite touchstone for conservative purity -- a plan most Republicans feel compelled to support, but which they understand to be politically deadly.

    The final vote was 41-58, shy of the 51 required for passage. The Senate GOP boxed themselves in to support of the framework by overwhelmingly voting for a similar plan last year. The budget votes in 2011 proved politically disastrous for Republicans, who had misjudged the midterm election results as enthusiasm for far-right policies. It turned out to be a dramatic overreach, and Republicans have expended a great deal of effort in the months since trying to fight Democrats to a draw on Medicare and force them into voting for major cuts to that program.

    But they've been unable to walk away from their agenda -- and Democrats were thrilled to force their GOP counterparts to embrace it all over again on the Senate floor.

    Republicans used the opportunity to embarrass President Obama, by proposing a rendition of his own budget -- it failed on a 0-99 vote.

    Sens. Pat Toomey (R-PA), Rand Paul (R-KY), and Mike Lee (R-UT) also introduced their own, vastly more conservative budget resolutions Wednesday.

    House GOP legislation to reauthorize the Violence Against Women Act got an unexpected endorsement Tuesday -- one that Democrats couldn't be happier with.

    In a letter to all members, provided to TPM by Democratic aides, the president of the National Coalition for Men, wrote to endorse the House GOP's VAWA bill over a Senate-passed counterpart that extends the laws protections to same-sex couples, immigrants, and native American women (you can read the full letter here):

    "The House has the opportunity to pass H.R. 4970, a victim-centered VAWA reauthorization bill, endorsed by women and men. Those opposing H.R. 4970 loudly assert that VAWA serves all people, which is absurd on its face given the name of the Act. Opposing versions, by omission and lack of specificity, generally exclude men, particularly heterosexual men, regardless of specious arguments to the contrary."

    NCFM is an advocacy group dedicated to ending sex discrimination, particularly against men.

    In an interview with TPM, NCFM president Harry Crouch elaborated on his group's support for the GOP's bill -- which the White House has threatened to veto.

    Crouch said the House bill meets his criteria that the Act should be gender inclusive.

    "Basically whether you're male or female makes no difference," Crouch said. "If you're abused we all bleed."

    The version Democrats support, he says, doesn't protect male victims of violence. "if it was true why wouldn't we call it the DV [Domestic Violence] prevention act?"

    Neither the House nor the Senate bill, however, is meant to address NCFM's other major complaint.

    "People are getting arrested left and right," Crouch said. He'd like the act to be amended to "mak[e] sure that those who are accused of violence don't have their lives destroyed by false accusations."



  • GOP Budget Violates Boehner's Debt Ceiling Demand

    House Speaker John Boehner's demand Tuesday that the next increase in the debt limit be accompanied by dollar-for-dollar "cuts and reforms" apparently comes with a caveat: It doesn't apply to the GOP budget drafted by Rep. Paul Ryan (R-WI).

    Ryan's House-passed blueprint would increase the nation's debt by $5 trillion over a decade, according to the nonpartisan Congressional Budget Office. The plan has the strong support of congressional Republicans and conservatives.

    "I will again insist on my simple principle of cuts and reforms greater than the debt limit increase," Boehner said during a speech in Washington. "This is the only avenue I see right now to force the elected leadership of this country to solve our structural fiscal imbalance."

    CNN's Erin Burnett, interviewing Boehner Tuesday after his speech, confronted him about the contradiction.

    "Yeah, the big bad House Republican budget that would just gut everything under the sun, according to my friends across the aisle, would still require a $5 trillion increase in the debt ceiling over the next 10 years," Boehner said. "Why? Because of the great big demographic bubble -- baby boomers like me, that are going to retire and continue to retire for the next 20-25 years. It's a big challenge."

    In fact, the Ryan budget includes large tax cuts that would bring about a $4.6 trillion reduction in federal revenues, according to the Tax Policy Center. The plan's deep cuts to domestic and safety-net programs would, however, significantly reduce the debt.

    CBO projects that by radically reshaping the size and scope of government, Ryan's plan would pay off the nation's debt by 2040. Ryan has promised to close tax loopholes to help bridge the revenue shortfall, although he has declined to specify any. Even so, using a 30-year window, which by itself is rife with problems, elides Boehner's demand that raising the nation's credit card limit be offset with near-term dollar-for-dollar savings.

    The dilemma exposes an important but somewhat obscured aspect of the Republican fiscal agenda: It's not ultimately about deficit reduction. Although deficits have been a GOP messaging priority in the Obama era, when push comes to shove the party has routinely preferred to cut taxes rather than pay off the nation's debt.
